Hello, the coldest point on my basking is at 95. And the hottest part is still too high. Is it ok to make the basking go below 95 in some areas to make it a little colder?

Based on my basking. I think the range of temps is always like 8-9 degrees. There is one part near the top that spikes up a little high. Which makes that one spot warmer than the rest. Should I try to get the lower part of the basking 95? Which would probably make the top 104. Or should I go...
